WASHINGTON – Health and Human Services Secretary Sylvia Burwell suggested Wednesday it was only a matter of time before every state’s governor agrees to expand Medicaid – including Gov. Nikki Haley.“My hypothesis about this is, it’s not a question of if, it’s a question of when,” Burwell told a group of Washington, D.C., correspondents for regional newspapers during a briefing at HHS headquarters.Burwell said the advantages of Medicaid expansion will become clear as time goes by. In states that have expanded access, she said, health insurance premiums have decreased on average by seven percent.
