Carl “Tony” Wardlaw, the owner of TWI Counseling, his wife, Stephanie Wardlaw, sister, Stephanie McCloud, and sister-in-law Sarah Wardlaw have pleaded not guilty in Richmond County Superior Court to charges of conspiracy and Medicaid fraud.
TWI Counseling had several offices in Georgia, including two in Augusta. The company contracted with the state to provide intensive counseling services to children in emotional or mental turmoil.
According to the government, from Feb. 6, 2009 through June 17, 2013, Wardlaw billed Medicaid for services that were not provided and falsified a massive number of records to cover up the fraud. The indictment also accuses Wardlaw and family members of recruiting others to provide Medicaid patients, a practice that is banned under the law.
